The Geauga Park District is flush with cash, according to Treasurer Hitchcock and Auditor Gliha during GPD's August 17th Fiscal Budget hearing.
Chief Geauga Park District Fiscal Officer Michele Pennell reported that on January 1, 2013, there will be an unencumbered cash carryover of $5,412,929.
In response to Treasurer Hitchcock's concern that the unencumbered carryover is growing because GPD is spending less money than it receives, Ms. Pennell responded, "We are not doing anything illegal or wrong by carrying over cash and building that balance."
Even though the Geauga Park District is swimming in money, GPD marketing explains that the upcoming November 6, twenty-year replacement levy will result in a decrease of funds.
In fact, passage of this levy will be an increase. According to Board of Elections director, Roberta Halford, because a "replacement" levy is collected at the current rate of valuation, the new 1 mill replacement park levy with a life of 20 years will actually collect $1,000,000 more than the levy it is replacing. Auditor Frank Gliha has confirmed Mrs. Halford's statement that this levy will be a tax increase.
Auditor Gliha's August 17 statement notes that "the Park District may change their decision not to place the 1995 levy on the ballot for renewal or replacement until August of next year." After repeatedly comforting voters with assurances of "promises made, promises kept" this summer, GPD can still legally come back for more taxpayer money in 2013. Additionally, GPD has a third levy expiring in 2013 that will be up for renewal or replacement.
Considering CFO Pennell's comments, GPD is determined to maintain its $5,413,000 carryover while asking you for more, not less, money. Please Vote NO on the replacement 1.0 mill Geauga Park District levy tax increase on November 6, 2012.

Geauga Park District unencumbered surplus has been hovering around this figure almost every year.
All other county agencies have had to make sacrifices (budget cuts, staff cuts, wage freezes, no bonuses, etc), but not the spoiled, arrogant, abusive to citizens, GEAUGA PARK DISTRICT!!!!
The people who work for all these other agencies have had to tighten their belts at home also..... but not the spoiled, arrogant, abusive to citizens, GEAUGA PARK DISTRICT!!!!
The Geauga Park District seems to have money, for the pickin, growing on the trees in THEIR parks while the schools struggle, the libraryies struggle, the road departments struggle, the Sheriff's department struggles, etc.
In these times of unprecedented great economic struggle, it is absurd to keep feeding the spoiled, wealthy, Geauga Park District, while critical services that are vital to our lives struggle. DO NOT let them suck anymore money out of our community.
The deceptive park district will do just fine without anymore levies passed for them.
